Where certain types of NPCs show is based on their level. Prophecy Nation has a grid that shows level and NPCs names. Use this grid and the following formulas to find the NPC.
In order to find an NPC follow this formula:
NPC Level + 5 Levels = Solo Mission Level
NPC Level - 3 Levels = Team Mission Level
In order to find an NPC commander follow this formula:
NPC Level = Solo Mission Level
NPC Level + 7 Levels = Team Mission Level

These are some of my favorite places to find Novice, Veteran, and Commander NPCs. Read description of mission, it will tell you which faction you will face. Also it will say which faction you will be fighting in the title.

- Achilles Heel: Commanders and Novices will appear
- Junk-et: Veterans will appear
- Blocked Drones: Veterans will appear
- Clean-up: Commander and Novices will appear
- Intercept Freighter: Novices will appear
- Pirate Insurrection: Novices will appear
- Swarm Diversion: Novices will appear
- Frigates: Novices will appear
- Jump Into Battle: Novices will appear
- Energy Reserves: (Suicide) Commanders and Novices will appear
